One explanation is that Su (Hw) first binds to the insulator DNA, which makes the insulator have an insulating effect. When mod(mdg4) combines with Su(Hw), the insulator loses its insulating effect; the mutated mod(mdg4) cannot combine with Su(Hw), so the insulator enhances its insulating effect.
